Background

The 1995 "May 31" education reform envisioned an open lifelong-learning society. The Act on Credit Recognition followed in 1997, and the system launched in March 1998. It is run by the National Institute for Lifelong Education.

Credits come from accredited courses, recognized certifications, self-study degree exams, and part-time university enrollment. Many people use the system to qualify as social workers or childcare teachers, which require set subjects and practicums. The degree is legally equivalent to a university degree, but employers also weigh practical skills.
