Overview

Under Korea’s Emergency Welfare Support Act (in force 2006), households facing a sudden crisis, such as the main earner’s death, disappearance or detention, serious illness, abuse or domestic violence, fire, or business closure or job loss, can receive livelihood, medical, housing, education and fuel support quickly. Anyone can report a household via the 129 helpline or a local community centre; officials provide aid first and review income and assets afterwards. Amounts and thresholds are set annually by the Ministry of Health and Welfare. It is short-term, unlike basic livelihood security.
