Background
Unemployment benefits require an insurance record, which leaves first-time jobseekers and many self-employed workers uncovered. The 2009 Employment Success Package offered services with little income support. A 2020 law created the current program in 2021. It is often called the second safety net, between employment insurance and basic livelihood security.
How it works
Type I pays a job-seeking allowance for up to six months, alongside services, to people who meet income and asset tests. Young people get relaxed thresholds. Type II offers counseling, training, and staged activity grants. Participants follow an individual job-search plan with a counselor, and a success bonus is paid on finding work.
